I propose to take Questions Nos. 233 to 243, inclusive, together.

My Department publishes comprehensive programme level statistics on a quarterly basis on social housing delivery activity by all local authorities, including Kildare. This data provides details on local authority, approved housing body and Part V delivery and is available to the end of 2021. This is published on the statistics page of my Department’s website, at the following link: www.gov.ie/en/collection/6060e-overall-social-housing-provision/

This provides details on Part V delivery by each local authority and approved housing body delivery in each local authority area. Data for Q1 2022 is currently being collated by my Department and will be published shortly. 

My Department also publishes the Social Housing Construction Status Report (CSR). The CSR provides details of social housing developments that have been completed, are under construction or are progressing through the various stages of the design and pre-tender process. Social housing construction is funded through a range of different delivery streams such as local authority direct construction, Part V, turnkey developments and regeneration programmes and through direct construction and turnkey developments delivered by approved housing bodies. 

The funding provided by my Department to each local authority in respect of social housing build programmes in each of the past five years is set out in the table. 

In relation to 2022, up to end May, some €243m was provided to local authorities to fund social housing build programmes.

In respect of approved housing bodies (AHBs), there are a wide range of funding and delivery mechanisms available to local authorities to deliver social housing supports in partnership with AHBs.  The funding is provided by my Department directly to local authorities, who in turn, advance the funding to the AHBs, as appropriate. 

Funding provided to local authorities in respect of a range of AHB funded schemes for each of the past five years is set out in the table.

It should be noted that in respect of homeless expenditure, my Department does not fund the operational costs associated with the provision of any homeless accommodation or services directly, but provides funding to housing authorities towards the overall costs incurred in the provision of homeless accommodation.  Housing authorities may also incur expenditure on homeless related services outside of the funding arrangements with my Department. Therefore, the amount of funding granted by housing authorities to individual homeless services is a matter for the relevant housing authority. My Department does not hold details on the number of persons that are housed in local authority housing. The oversight and practical management of housing waiting lists, including the allocation and transfer of tenancies, is solely a matter for the relevant local authority in accordance with the Housing (Miscellaneous Provisions) Act 2009, and associated regulations.
