Deputy Willie O'Dea asked the Minister for Housing, Local Government and Heritage the means by which the newly established housing activation office will in practice work with the new infrastructure division within the Department of Public Expenditure, National Development Plan Delivery and Reform. The Government, on 29 April 2025, agreed to the establishment of a new Housing Activation Office (HAO) in my Department.

The Housing Activation Office (HAO) and the recently established new Infrastructure Division in the Department of Public Expenditure, NDP Delivery and Reform (DPENDR) respond to separate commitments in the Programme for Government.

The HAO will identify and seek to address barriers to the delivery of public infrastructure projects required to enable housing development through alignment of funding and coordination of infrastructure providers. The Office will focus on infrastructure needed at a local level to support housing delivery, including social and community infrastructure needed to support the development of sustainable communities. The Infrastructure Division will be primarily focused on cross cutting policy proposals that will identify and address barriers to delivery of strategic infrastructure.

My Department and DPENDR are coordinating to ensure that there is no duplication of work and established structures will be put in place to ensure that there is effective coordination across the different areas of work.
