Feidhmíonn Comhaltaí de Choimisiún Thithe an Oireachtais i gcáil chorpraithe agus ní dhéanann siad ionadaíocht dá bpáirtithe. Feidhmíonn an Coimisiún de réir an phrionsabail ghinearálta go bhféachann sé le tacaíocht a thabhairt do na Tithe agus do gach Comhalta go cothrom agus a ról mar ionadaithe tofa á chomhlíonadh acu.
Tá 11 chomhalta ar Choimisiún Thithe an Oireachtais agus is é an Ceann Comhairle, atá ina Chathaoirleach ar Dháil Éireann, an cathaoirleach. Leagtar amach comhaltas Choimisiún Thithe an Oireachtais san Acht um Choimisiún Thithe an Oireachtais, 2003.
The Houses of the Oireachtas Commission comprises:
- The Chairman of Dáil Éireann
- The Chairman of Seanad Éireann
- The Secretary General of the Houses of the Oireachtas Service
- A Member of one of the Houses of the Oireachtas appointed by the Minister for Public Expenditure and Reform, known as the Minister’s representative
- Four ordinary members appointed by the Dáil
- Three ordinary members appointed by the Seanad.
