The Thirty-seventh Amendment of the Constitution (Repeal of the offence of publication or utterance of blasphemous matter) Bill 2018 proposes the removal of the offence of blasphemy from the Constitution by way of referendum. The Digest sets out recent events and controversies relating to blasphemy; assesses its historical and legislative development, as well as relevant case law; and provides a comparative analysis with European and international countries.

Bill Digests are impartial analyses of proposed Government legislation. They are circulated to TDs and Senators and published online.
