Minister Coveney to Attend Oireachtas Committee to Consider Estimates for Agriculture, Fisheries and Food

12 July 2011 Minister for Agriculture, Fisheries and Food Simon Coveney TD will attend a meeting of the Oireachtas Select Committee on Agriculture, Food and Marine tomorrow, 13th at 2pm in Committee Room 1 of Leinster House.

This will be Minister Coveney’s first appearance before an Oireachtas Committee. It is also the first time the Committee will consider the estimates under the new estimates format (1) for the Department of Agriculture, Fisheries and Food.

The purpose of the meeting is for the Committee to consider the 2011 revised estimates for public services for the Department of Agriculture, Fisheries and Food. These estimates outline the overall proposed expenditure by the Department and give information on the sectors in which the money will be spent.

The meeting will allow committee members to question the Minister regarding the total expenditure and the priority areas for his Department.

(1) Department Agriculture Fisheries and Food (DAFF) New Estimates format:
For 2011, DAFF is one of a number of Votes that have been restructured on a Strategic Programme basis, consistent with the presentation of the respective Annual Output Statements and Statements of Strategy.  These Estimates have been supplemented with certain performance information regarding the outputs and impacts of Programme expenditure. 
This initiative is intended to facilitate the work of Dáil Éireann and its Select Committees in holding Ministers and Heads of Department to account for the proposed allocation of, and effective utilisation of, public funds.  Subject to the views received in relation to this pilot phase, it is proposed that the Performance Budgeting approach will be rolled out to all Votes from 2012 on.
The new Vote format comprises 4 large spending subheads (A, B, C and D) and Receipts subhead E (which contains 24 sub subheads).    The 4 subheads, A to D, correspond with the 4 high level strategic goals as set out in the Department’s Statement of Strategy.
While the new estimates format also shows the 10 Administration budget lines , the costs of administration have been apportioned on a pro rata basis across each of the 4 subheads
