Health Committee to conduct pre-legislative scrutiny on the practice of Open Disclosure in the Health Service

The Joint Committee on Health will tomorrow conduct pre-Legislative Scrutiny on the ‘Open Disclosure’ provisions contained in the Civil Liability (Amendment) Bill. This meeting will be held across two sessions and will hear from representatives from the Irish Nurses and Midwives Organisation, the Irish Medical Organisation and the Irish Hospitals Consultants Association in Session A, and representatives from the Irish Patients Association and the State Claims Agency in Session B.

Session A of the meeting will commence at 9.00am in Committee Room 1 tomorrow, Thursday, 8 December 2016 and Session B will follow at 10.45am.

Committee Chairman, Dr. Michael Harty TD, said “Open Disclosure is something which this Committee has looked at previously with Officials from the Department of Health and we are now pleased to meet with these representative groups tomorrow with a view to putting the practice on a legislative footing. The current national policy and national guidelines have done excellent work in bringing forward this policy but in order to move it forward, it requires legislation.”

“This practice of staff in the health and social care service communicating with service users in an open and honest manner when an adverse event occurs is an important process and a welcome inclusion in the Civil Liability (Amendment) Bill.”
