Disability Matters Committee discuss institutionalism and the inappropriate use of Congregated Settings

The Joint Committee on Disability Matters will discuss the topic ‘Institutionalism and the inappropriate use of Congregated Settings’ when it meets tomorrow, Thursday, 1 July 2021.

The meeting at 12:30 pm in Committee Room 2 of Leinster House will hear from:

  • Ms Lynn Fitzpatrick, Activist
  • Ms Ann Marie Flanagan, Activist
  • Professor Gautam Gulati, Consultant Forensic/General Psychiatrist and Adjunct Associate Clinical Professor, University of Limerick
  • Professor Roy McConkey, Institute of Nursing and Health Research, Ulster University

In advance of the meeting Committee, Cathaoirleach Deputy Michael Moynihan said: “Ireland has a long history of institutionalism, where people with disabilities, particularly people with intellectual disability and mental health issues have been segregated and marginalised from the community and society.”

The Cathaoirleach went on to say:  “The United Nations Convention on the Rights of Persons with Disabilities calls for a step change and the realisation of the right of people with disabilities to live independently in the community, like everyone else.”

In this regard, the Committee are anxious to hear from witnesses on how people with disabilities, across all groups of disability, are supported to move from large institutions or congregated settings to their own homes in the community with the supports they need, in line with their will and preference. The Committee are also anxious to hear about potential emerging congregated settings and hear how current settings can assist individuals to live their lives like everyone else.”

The Joint Committee on Disability Matters has 14 Members, nine from the Dáil and five from the Seanad.
