Oireachtas Housing Committee to begin pre-legislative scrutiny of the Planning and Development Bill 2021.

The Joint Oireachtas Committee on Housing, Local Government and Heritage will begin pre-legislative scrutiny of the General Scheme of the Planning and Development (Amendment) (Large Scale Residential Development) Bill at a meeting in Leinster House, tomorrow, Tuesday, 7 September.

The meeting will take place in Committee Room 2, at 12.30pm

Chief Planning Adviser at the Department of Housing, Local Government and Heritage Paul Hogan and Planning Division colleagues Colin Ryan, Conor O’Sullivan and Ciara Gallagher will attend the meeting.

Committee Cathaoirleach Steven Matthews TD said: “The Committee welcomes this engagement with the Department to discuss the details and put forward the committee’s view of the General Scheme of this important Bill. The LSRD Bill proposes to replace the fast-track planning arrangements introduced in 2017 in respect of Strategic Housing Developments. One of the main aspects of this bill which will end the SHD process, is the restoration of the local planning authority role in the decision making process. Submission of planning applications for such developments which were submitted directly to An Bord Pleanala will now be submitted to the local authority. The Committee looks forward to hearing about the impact of SHDs, the new planning proposals being put forward as an alternative and the involvement of local authorities in these proposals.”
