Owen I share the Deputy's sentiments that once community policing is assigned to an area it should remain...Almost every time I meet the Commissioner I raise with him the need to ensure that community policing...is in fact community policing....from time to time it would be necessary for local Garda management to take gardaí out of community policing...to deal with, say, a major crime or to police a major function in a community.

We are talking about the structure of a police authority that we are establishing....able to make decisions and help to stop people accusing the Government of having its paws all over policing...and Equality if different legislation had been in place to prevent him from having his paws all over policing...The idea of providing for a police authority is to do away with the previous approach by creating a buffer...We need a police authority that has real authority and some independence from the control of the Government

Dillon So far as I am aware, we have no remedy under the existing police regulations to abate the nuisance...to a halt on the kerbstone and bursts into song and solicits subscriptions that he comes within the police...I doubt if he sat inside his ministerial car and burst into song that he would come within the police...It is for that reason that the contraptions to which I have referred are not amenable under the police...He has given us an undertaking that if the police regulations are not adequate he will take power.

McDowell The Deputy is now talking about the absence of community police....The Deputy has constantly mentioned and tabled questions about community policing....Some think of community policing as the community garda but I do not think the Deputy holds that view...She is talking about policing of the community by a local police force....I do not know what distinctions she is drawing between that form of policing and what is happening.
