630. Deputy Louise O'Reilly asked the Minister for Health the work that is being undertaken to review and develop a new Healthy Ireland Framework, given that the current Healthy Ireland: A Framework for Improved Health and Wellbeing 2013-2025, is set to finish next year; what consultation and engagement process will be undertaken; and if he will make a statement on the matter. The Healthy Ireland Framework is a core component of Sláintecare and a key deliverable in the Statement of Strategy of the Department of Health.

The vision is “a Healthy Ireland where everyone can enjoy physical and mental health and wellbeing to their full potential, where wellbeing is valued and supported at every level of society and is everyone’s responsibility”.

The 2013 Framework describes four high-level goals and details 64 specific actions.  The four high level goals are:

Increase the proportion of people who are healthy at all stages of life

Reduce health inequalities

Protect the public from threats to health and wellbeing

Create an environment where every individual and sector of society can play their part in achieving a healthy Ireland.

Departmental officials will commence a process to review the Healthy Ireland Framework 2013-25 in the near future.  Preparations are underway internally within the Department to consider the appropriate methodology and process to conduct the review, which reflects the central principles of the Framework itself and encompasses the extensive level of policy and activity which comes within the framework.

In the Development of the Healthy Ireland Strategic Action Plan 2021-2025, an extensive key stakeholder engagement process and survey was conducted.
