92. Deputy Martin Browne asked the Minister for Transport the reasons for not providing an allocation to progress the N24 Waterford to Cahir transportation scheme, for which Tipperary County Council requires €2.53 million for 2024 to continue progress, and a further €5.4 million to complete the design and bring the project through An Bord Pleanála; his views on the fact seven homes are in planning limbo as long as the project remains suspended; his views on how the non-provision of funding will affect the poor road safety record of the N24 in its current state; his further views on how the non-provision of funding reflects on the €5.07 million spent to date on the current scheme; if he will reconsider the decision to withhold funding; and if he will make a statement on the matter. As Minister for Transport, I have responsibility for overall policy and exchequer funding in relation to the National Roads Programme. Under the Roads Acts 1993-2015 and in line with the National Development Plan (NDP), the design, planning, construction, operation and maintenance of individual national roads is a matter for Transport Infrastructure Ireland (TII), in conjunction with the local authorities concerned. This is also subject to the Infrastructure Guidelines and the necessary statutory approvals.

It is important to point out that Kilkenny County Council is the lead local authority with regard to the N24 Waterford to Cahir project. While it was not possible to provide an allocation to this project, it remains part of the NDP, and as with all NDP projects will be considered for funding in future years. Separately, €650,000 was provided to Tipperary County Council to progress the N24 Cahir to Limerick Junction project.
