Under existing regulations boy messengers in the Post Office are required to pay National Health Insurance contributions until the issue in their favour by the Civil Service Commissioners of Civil Service Certificates. In view, however, of the fact that the delay—which is unavoidable—in the issue of the Certificates is in no way attributable to the boys, representations have been made to the National Health Commissioners as a result of which the obligation to pay contributions have been waived.
