Money Resolution—Industrial and Commercial Property (Protection) (Amendment) Bill, 1929. - Constitution (Amendment No. 16) Bill, 1928—Second Stage.

In moving the Second Reading of this Bill I venture to express the hope that it will not hurt the tender susceptibilities of those who express amazement at any amendments that take place in the Constitution. This Bill is to lengthen the time within which amendments of the Constitution may be effected by means of legislation. I hope people will not be shocked by the introduction of it.

We thought that when this Article was going to be amended there would be a much more drastic amendment than appears here. However, I suppose we have to be thankful for small mercies of this kind. As it is an extension of time, and we hope to see it availed of to make changes which will make this Constitution one which will be more satisfactory to the Irish people, we will not object to it.

In agreeing with the Second Reading of this Bill I only want to say that if the government or governments who will be in power for the next eight years are as prolific in amendments as the Government which has been here for the past seven years, there will not be much of the original Constitution left at the end of the eight years.
