Private Business. - Local Government and Public Health Provisional Order Confirmation Bill, 1937—Committee and Final Stages.

Bill passed through Committee and reported without amendments.

The first Wednesday on which the Dáil sits after the Easter Recess.

If anybody would mention what the Bill is about we could possibly finish it to-day.

The Bill is necessary in order to confirm a Provisional Order made by the Minister on the 5th December last in pursuance of Section 214 of the Public Health (Ireland) Act, 1878. A copy of the Provisional Order is set out in the Schedule to the Bill. Before the Provisional Order takes effect it will require confirmation by the Oireachtas, and this Bill is introduced to effect that purpose. Under the Cork County Dividing Order, 1934, made in pursuance of the Local Government (Amendment) (No. 2) Act, 1934, the Cork Board of Public Health was dissolved and three sanitary authorities were constituted in the county. One of these authorities, the South Cork Board of Public Health, is to be the body to whom shall pass the liability which rested on the Cork Board of Public Health to contribute to the expenses of the Cork port sanitary authority. This Bill, accordingly, proposes to substitute the South Cork Board of Public Health for the Cork Board of Public Health in the Local Government and Public Health Provisional Order Confirmation Act, 1928, with the usual consequential provisions.

This Bill is all right and we are in perfect agreement with it. Its purpose is merely to transfer to the South Cork Board of Assistance the liabilities of the former Cork County area, a perfectly just and equitable distribution. The charges remain the same, the area of charge remains the same and the contributions remain the same. The two areas which have no direct connection or association with the port of Cork are now being removed from any obligation.

Perhaps we could take the remaining stages now.

I suggest that we take all the remaining stages and be done with it.
