asked the Minister for Social Welfare if he will consider granting free travel facilities to disabled pensioners under 70 years of age.

The free travel scheme administered by my Department was devised primarily for elderly people aged 70 or over. Blind pensioners are already eligible for the facility. Further extension of the scheme is not at present contemplated.

Would the Parliamentary Secretary agree with the sentiments expressed in this question? Would he agree that disabled persons under 70 years of age should receive, as a matter of right and of social justice, free travel?

While there is no disagreement regarding the sentiments expressed by the Deputy, he will appreciate that all aspects and all matters of this nature have to be considered and priorities given.

How does the Parliamentary Secretary define a disabled person?

That is a separate question.

That is a separate question but I am sure there is a statutory definition.
