asked the Minister for Foreign Affairs the proportion of Ireland's total contributions to date to the budgetised development co-operation activities of the EEC that has been spent on food aid in each year since these became payable; and the other development co-operation activities that have been funded from these contributions and in what years.

Ireland's contribution to the budget of the European Communities is based on a global estimate which is not broken down by category of Community expenditure. However, the percentages of Community development co-operation expenditure which have been allocated to food aid since 1973 are as follows: 1973, 99 per cent; 1974, 60 per cent; 1975, 65 per cent; 1976, 83 per cent; 1977, definitive expenditure figures not yet available but, on the basis of appropriations, the proportion is 70 per cent; 1978, 59 per cent on the basis of the appropriations.
Other development co-operation activities funded from the EEC budget have been:
—financial and technical co-operation with the "non-associated" developing countries, 1976-1978,
—special measures, for example training courses, seminars, and so on, for co-operation with developing countries, 1973-1978,
—exceptional measures to assist developing countries, under the United Nations Emergency Operation launched in 1974, 1974-1975,
—co-operation with non-member countries, for example, Portugal and Mediterranean countries, 1976-1978.
