asked the Minister for Agriculture if he proposes to introduce a national milk cessation scheme to protect the country's super-levy quota.

For several months past my Department has had discussions with producer and co-operative interests with a view to introducing a national milk cessation scheme. The Department recently sent to the co-operative movement details of a scheme which it would be prepared to introduce and which would comply with EC regulations. It is understood, however, that the co-operative societies are unable to agree on the scheme or on any alternative cessation scheme that would meet EC requirements.

The societies have now suggested more flexible arrangements for temporary transfers of flexi-milk between individual producers. These arrangements which would not amount to a cessation scheme are being examined by my Department.
