I have direct responsibility for recruitment to the Civil Service. In the recent budget I announced measures to reduce numbers in the Civil Service including a requirement that no vacancy in the service may be filled without my consent. In view of the restrictions in filling vacancies recruitment will be greatly curtailed in 1987 but it is not possible to say at this stage which public competitions for recruitment grades will be held.
