asked the Minister for the Environment if the procedural regulations and technical advice which he was awaiting in connection with the Air Pollution Act 1987 has now been received; if he is now in a position to implement Part III of that Act; and if he will make a statement on the matter.

Drafting of procedural regulations and technical advice relevant to Part III of the Air Pollution Act, 1987, is now at an advanced stage. I hope to implement the provisions involved early in 1988.

In the meantime, there is a general obligation on all non-domestic premises, under Part II of the Act, to use the best practicable means to limit and, if possible, to prevent emissions. Existing air pollution controls under the Alkali etc. Works Regulations Act, 1906, and the Control of Atmospheric Pollution (Licensing) Regulations, 1985, (S.I. 178 of 1985) are also being maintained, and will not be repealed until Part III of the Air Pollution Act is brought into operation.
