O'Keeffe, the question of local authorities taking over amenity and playground areas developed by voluntary community groups in the light of insurance difficulties being encountered by such groups; (5) Deputy Dr. Lee, the storage in Dublin Port, and the transport through Dublin and its immediate environs, of highly toxic and dangerous chemical substances in view of the recent and tragic collision of the m. v. Kilkenny and the m. v. Hasselwerder; (6) Deputy G. O'Sullivan, the serious situation which has arisen due to the misinformation regarding the manifest of the cargo ship m. v. Kilkenny which was in a collision last Thursday evening; (7) Deputy G. Reynolds, whether the Minister for Finance has any immediate plans to decentralise a Department office to Carrick-on-Shannon, County Leitrim, under the Government's decentralisation scheme; (8) Deputy Cotter, the failure of the North-Eastern Health Board to make permanent appointments at Monaghan General Hospital and the public concern resulting from it; (9) Deputy Rabbitte, the implications of the recent findings of the Labour Relations Commission for the re-entry of women into the Civil Service; (10) Deputy Garland, the serious situation concerning the importation of undeclared chemicals; (11) Deputy Gilmore, the public concern at the washing up on Dublin shores of potentially dangerous butanoic acid cargo from the mv Kilkenny and (12) Deputy J. Higgins, the need for the Minister for Agriculture and Food to make full payment of £100 million headage payments from the 1991 headage scheme to farmers before Christmas, as agreed in section VI, paragraph 13 (3) of the Programme for Economic and Social Progress.

I have selected for discussion the matters raised by Deputies J. Higgins, Browne (Carlow-Kilkenny) and O'Toole.
