110 Mr. S. Brennan asked the Minister for the Environment his views on the need for cyclists to receive tuition in road safety and safe cycling in advance of using the roads; his further views on whether the formal provision of such skills is as important as learning to drive or ride a motorcycle for those using the roads; and if he will make a statement on the matter. The National Safety Council, which is the body responsible for the promotion of road safety, actively encourages safer cycling as part of its road safety education and publicity programmes. The activities of the council include the distribution of leaflets and posters and the provision of advice in schools by road safety officers. Advice for pedal cyclists is also included in the Rules of the Road booklet. While the possibility of introducing more extensive pedal cycle safety measures will be kept under review, I have no proposals to introduce formal statutory requirements in the matter.
