77 Mr. S. Brennan asked the Minister for the Environment his views on the wearing of pedal cycle helmets; the plans, if any, he has to make it compulsory for cyclists to have such protection in the same way as motorcyclists are required to have head protection; if not, the reason he does not have such plans; and if he will make a statement on the matter. It is advisable that cycle helmets should always be worn while cycling. I consider, however, that the wearing of helmets is better encouraged by way of educational and publicity campaigns such as those undertaken by the National Safety Council. The activities of the Council in this area include the distribution of leaflets and posters and the provision of advice in schools by road safety officers. The Rules of the Road booklet also encourages the use of cycle helmets and draws attention to their safety benefits. I am satisfied that legislation to require the wearing of cycle helmets would not be appropriate, with consequent prosecutions and penalties for contravention particularly in the case of minors.
