Question:

18 Mr. O'Malley asked the Minister for Transport, Energy and Communications if he has satisfied himself that all licence holders are currently operating under the terms and conditions of their telecommunications licences; and if he will make a statement on the matter. [19574/96]

I am satisfied that the majority of holders of licences under section 111 (2A) of the Postal and Telecommunications Services Act, 1983 are currently operating within the terms and conditions of their licences. However, there is a small number of licences holders about whom I am not entirely satisfied. I am currently putting in place measures designed to address the danger of infringement of Telecom Éireann's exclusive privilege to provide voice telephony to the public over the switched network together with measures to monitor compliance with the licence conditions of service providers. I will take appropriate action against licensees where it is warranted.
