32 Mr. Sargent asked the Minister for the Marine and Natural Resources whether it is the intention of the Government through the Commissioner of Irish Lights to erect the Loran C transmitter at Loop Head, Kilbaha, County Clare; and if he has satisfied himself that this system represents the best technology in this area. The Deputy will be aware that Ireland's involvement in the Loran C radio navigation system arises out of an international agreement approved by Dáil Éireann on 8 October, 1992. He will also be aware that the project did not proceed due to protracted legal and planning issues. Following a recent Supreme Court decision upholding planning permission to site a Loran C mast and ancillary facilities at Loop Head, County Clare, I announced that a comprehensive public consultation process would take place on this issue.

I am aware that concerns have been expressed that the Loran C system poses a threat to health, represents a damaging environmental intrusion and that it may be obsolete. People with these and any other concerns will have the opportunity to put their views forward during the consultation process. This process will commence shortly and will facilitate a fundamental review of all aspects of the proposal. It will allow me to hear, at first hand, the views of all interested parties, particularly those living in the Loop Head area. I intend to visit the proposed site of the mast shortly and to speak directly with local people about the format of the consultation procedure.

The consultation process will consist of two open days, one will be held in Dublin and will deal with the generalities of the Loran C proposal, having regard to the future of radio navigation in north west Europe and globally and the position of the Loran C system within the plans for radio navigation structures internationally. A second will be held in Clare and will deal with the local impact of the proposed mast, having regard to visual, environmental, health and other implications of siting the mast at Loop Head. The proceedings will be recorded and I intend to publish a consultative document following the communication process. The process is designed to clarify all the issues involved.
The Commissioners of Irish Lights are acting on an agency basis on behalf of the Government in respect of the Loran C project. However, prior to enactment of the Merchant Shipping (Commissioners of Irish Lights) Act, 1997, I introduced on amendment which ensured that the commissioners will not proceed with the Loran C development without the agreement of both Dáil Éireann and Seanad Éireann. Interested parties, such as the Deputy, can, therefore, contribute to the wide ranging consultation process.
