390 Mr. G. Mitchell asked the Minister for Education and Science if it is correct that a person (details supplied) in Dublin 12 was not approved for a third level grant to attend the Dundalk Institute of Technology in 1998 in view of the fact her father's back to work allowance was added to his wages and this put them over the limit; if so, the reason in this regard; and if he will make a statement on the matter. Under the terms of the third level student support schemes, a candidate's reckonable income for the purposes of the award of a grant is the candidate's gross income from all sources and that of his or her parents or guardians, where applicable. The following social welfare and health board payments are excluded when calculating a candidate's reckonable income: child benefit; family income supplement; disability allowance (where paid to the candidate); blind pension (where paid to the candidate); one parent family payment; orphan's pension; third level allowance; and foster care allowance.

Inquiries have been made with City of Dublin VEC regarding the student in question and I understand that the reckonable income in this case (based on the father's earnings and back to work allowance and the candidate's earnings) exceeds the limits set down in the relevant higher education grants scheme. I would point out, however, that it is open to the candidate, in the event of a change in circumstances, to seek to have her application re-assessed or subsequent years.
