I propose to take Questions Nos. 99 and 276 together.
I will represent Ireland at the ministerial session of the Fifth Conference of the Parties to the United Nations Framework Convention on Climate Change from 2 to 4 November. Officials from my Department will attend the full conference, and officials from the Department of Public Enterprise and the Permanent Representation of Ireland to the European Communities may also attend.
Ireland's position at these negotiations, in line with the EU position, is to ensure that substantial progress is made on implementation of all aspects of the United Nations Framework Convention on Climate Change and towards notification and implementation of the Kyoto Protocol, and to prepare for important decisions on a range of issues at the Sixth Conference in a year's time.
In relation to the development of the Government's response to climate change, I refer to the reply to Question No. 64 on today's Order Paper.
