41 Mr. McDowell asked the Minister for the Environment and Local Government the additional powers or responsibilities he has transferred or delegated to Dublin Corporation since July 1997; and if he will make a statement on the matter. [29437/00]

I have not transferred or delegated responsibilities or powers specifically to Dublin Corporation since July 1997. As a general policy, decision making powers continue to be devolved to all local authorities, including Dublin Corporation. Examples of devolved powers include such matters as the establishment of strategic development zones, the protection of architectural heritage, parking controls, and the preparation, implementation and monitoring of integrated areas plans. This policy of devolution of powers to local authorities is in line with the Government's commitment under the Programme for Government, An Action Programme for the Millennium, and the constitutional recognition of local government which followed a referendum in June 1999.
