Tom Hayes

Question:

141 Mr. T. Hayes asked the Minister for Agriculture, Food and Rural Development the reason a suckler cow grant payment was not made to persons (details supplied) in County Tipperary for 2001; and if he will make a statement on the matter. [31706/01]

The persons named applied for premium for 63 animals under the 2001 suckler cow premium scheme. In processing the application for payment a problem arose regarding animal tag, number VJB728773. As this animal was not in the herd of origin further checks were required regarding its movement details. The district livestock office of my Department is now satisfied to process the application further and payment of the 80% entitlement for 63 animals will issue shortly.

Hayes asked the Minister for Agriculture, Food and Rural Development the reason an area aid payment for 2000 did not issue to persons (details supplied) in County Tipperary in view of the fact that the payment was issued for 2001; and if he will make a statement on the matter. [31707/01]

The persons named included land in their 2000 area aid application but did not provide the necessary maps to enable this land to be entered on the Department's elec tronic database. The matter has been resolved in the processing of their 2001 area aid application. Any payments due to them for 2000 will issue as soon as possible.

143 Mr. T. Hayes asked the Minister for Agriculture, Food and Rural Development the reason an area aid payment has not issued to a person (details supplied) in County Tipperary for 2001; and if he will make a statement on the matter. [31708/01]

The person named did not indicate that he wished to apply for arable payments on his 2001 area aid application form and hence no arable payments were issued to him.

144 Mr. Ellis asked the Minister for Agriculture, Food and Rural Development if an area based payment will be made to a person (details supplied) in County Leitrim. [31709/01]

A parcel claimed by the person named is part of a commonage on which a cumulative over claim has arisen. The area aid unit is examining the documentation received to clarify the correct entitlements to area aid on this commonage. It is hoped to have this exercise completed shortly. No payments can issue until this problem has been resolved.

146 Mr. Connaughton asked the Minister for Agriculture, Food and Rural Development the reason a suckler cow grant and area based payment has not been made to a person (details supplied) in County Galway; and if he will make a statement on the matter. [31732/01]

As the person named did not submit an application under the 2001 suckler cow premium scheme he is not eligible for payment.

The person named was paid £1,124.18 under the 2001 area based compensatory allowance scheme on 24 September in respect of 16.06 hectares of more severely handicapped land at £70 per hectare. This compares with his average payment of £469.75 under the old animal based headage schemes in the three years 1998 to 2000, inclusive.

147 Mr. Connaughton asked the Minister for Agriculture, Food and Rural Development the reason a full area based payment has not been made to a person (details supplied) in County Waterford; the extra payment which is due to the person; when it will be made; and if he will make a statement on the matter. [31733/01]

The person named was paid £1,517.00 on 26 October under the 2001 area based compensatory allowance scheme in respect of 33.71 hectares of mountain type land. His average headage payment in the years 1998 to 2000, inclusive, was £3,585.24. Under a compensation package agreed with the European Commission farmers experiencing losses under the 2001 area based scheme were to be paid an additional sum equal to 90% of the difference between the average headage payment and the amount payable under the scheme. Because of the reduction in area of the holding of the person named from 48.06 hectares in 2000 to 33.71 in 2001, the compensation element of the area based scheme was not included in the basic payment. In such cases the intention is to make a compensatory payment which takes into account the fact that the overall forage area has decreased in 2001. The person named will be paid such compensation as soon as possible.

Paul Connaughton

Question:

148 Mr. Connaughton asked the Minister for Agriculture, Food and Rural Development the reason a person (details supplied) in County Galway has received part of a suckler cow grant; and when the remainder of the grant will issue to the person. [31734/01]

The person named applied for premium on seven animals under the 2001 suckler cow premium scheme on 13 June. Due to an error in the payment system for calculating advances under this scheme no advance payment has yet been issued to him. His 80% advance, amounting to £909.19, will be issued to him within the next ten days. The balance due to him will be paid in early 2002.
