Written Answers. - Strategic Management Initiative.

74 Mr. J. Bruton asked the Tánaiste and Minister for Enterprise, Trade and Employment the updated achievement of each target set for her Department under the strategic management initiative; if the targets in question are sufficiently measurable, quantifiable and focused on outcomes rather than activities to be an effective tool of real accountability; and, if not, if she proposes to refine the targets. My Department has responded with enthusiasm to the goals of the strategic management initiative which aim to modernise the public service, provide quality service to customers, make an enhanced contribution to economic and social development and, in doing so, make the most effective use of human and financial resources.

Framework 1.4 of the Programme for Prosperity and Fairness sets out the key objectives for public service modernisation over the period of the programme. My Department has agreed a range of specific and measurable performance indicators through the Department's partnership structures. These indicators have been examined by the Civil Service quality assurance group established under PPF. The group is satisfied that they are appropriate. Significant progress has been achieved and will be reported to the quality assurance group in the coming months. The detailed report will outline progress on the overall strategic management framework, enhancement of partnership, organisational flexibility, capability and policy analysis, quality customer service, information society/e-public services and internal issues such as human resource and performance management, training, equality, financial and IT management.
In addition to the targets and quality assurance mechanisms established under PPF, my Department's Strategy Statement 2001-2003 sets out a clear mission and set of goals to drive the work of the Department. Progress in relation to each goal will be measured against a number of performance indicators set out in the statement. I am satisfied that these indicators are relevant, measurable and focused on outcomes. Progress made in achieving the goals set out in the strategy statement will be reported in detail in my Department's annual report 2001, which is currently being prepared.
