104 Mr. Quinn asked the Minister for Foreign Affairs the committees, boards, companies or other bodies under the auspices of his Department which were established pursuant to statutory instrument; the particulars of the statutory instrument in each case; if there are proposals to have the body in question given a basis in statute as opposed to statutory instrument; and if he will make a statement on the matter. I propose to answer Questions Nos. 102 to 104, inclusive, together.

Seven entities currently exist under the aegis of the Department of Foreign Affairs. They are the Agency for Personal Service Overseas, APSO; the National Committee for Development Education, NCDE; the Irish Aid Advisory Committee, IAAC; the Joint Department of Foreign Affairs-Non-Governmental Organisation, NGO, Standing Committee on Human Rights; the Interdepartmental Committee on Peacekeeping; Communicating Europe Group, CEG; and the Task Force on Policy regarding Emigrants.

None of these bodies has either a statutory basis or has been established in accordance with a statutory instrument and there are no proposals to alter their status.

It is proposed to establish in the near future an interdepartmental committee dealing with UN issues on a non-statutory basis. While the precise functions of the committee have yet to be finalised, its primary purpose will be to ensure, through consultation with all relevant Government Departments, that national policies towards the UN and its agencies continue to be informed by a consistent and coherent approach.
