Question:

35 Mr. J. O'Keeffe asked the Minister for the Environment and Local Government his views on reports that Ireland is among the worst polluters in the European Union in terms of total greenhouse gas emissions; and his proposals to deal with this in view of the Government's international obligations under the Kyoto Protocol. [6680/02]

The European Environment Agency Report, European Community and Member States Greenhouse Gas Emission Trends 1990-1999, which is available at http://reports.eea.eu.int/topic-report-2001-10/ english, indicates that Ireland has the second lowest total emissions of greenhouse gases within the EU, after Luxembourg. The Government's national climate change strategy sets out the basis for Ireland's compliance with our obligations under the Kyoto Protocol. I refer to the reply to Question No. 336 of 19 February 2002 as regards per capita emissions.
