Question:

190 Mr. M. Moynihan asked the Minister for Agriculture, Food and Rural Development the funding allocated each year from 1995 to 2001 by his Department for Cork north west; the specific project investments; and the major developments which began or major service improvements which were funded as a result of an increase in funding in each of these years. [8066/02]

Information regarding most schemes operated by my Department is available only on a county basis. The information requested for County Cork is contained in the following schedule. I am also arranging to forward to the Deputy a detailed breakdown of payments which were made by my Department in relation to livestock premia, compensatory allowances, and arable aid schemes to farmers in County Cork during the period in question. A summary of these payments is included in the schedule.

2. Leader
LEADER is the EU Community Initiative for Rural Development that provides approved local action groups with public funding (EU and National) to implement multi-sectoral business plans for the development of their own areas.
The LEADER II Programme was introduced in May 1995 and continued until the end of 1999 but final payments under the Programme continued until the end of 2001. LEADER II had a total allocation of £93 million of EU and national funding for the period.
LEADER in the period 2000-2006 is being delivered in two ways, the new EU Initiative LEADER+ and National Rural Development Programme (NRDP). Public funding of almost €150 million has been allocated to the new LEADER Programmes over the period.

10 Other Projects
There are no specific schemes of financial assistance for animal welfare bodies. However,ex-gratia funding has been made available as follows:
In December 2001 grants totalling £512,500 (€650,741) were awarded to 52 organisations to assist them in their activities in 2002.
In the Cork North West area, The Donkey Sanctuary and Cork SPCA whose activities can extend into areas of County Cork were awarded grant aid as follows:
The Donkey Sanctuary, Liscarroll, Mallow Co. Cork has received grants totalling €152,367 (£120,000)

These moneys were expended by the donkey sanctuary to provide advice to donkey owners and refuge for those donkeys in need of care and attention. They have also set up an educational programme aimed at children and teenagers to raise awareness of donkey welfare. Over the years and with the assistance of this grant funding, they have extended their accommodation facilities, built an isolation unit and a hospital unit.
Cork SPCA, Clontarf Street, Cork has received grants totalling €41,266, £32,500.
