Before coming to the Order of Business, I propose to deal with a notice under Standing Order 31 from Deputy Owen upon whom I call to state the matter.

I will go very slowly because I want the Taoiseach to hear this and to do something about it. I am very glad to be back in the House after a sojourn during which I could not attend.
I seek the adjournment of the Dáil under Standing Order 31 to debate the following urgent matter: the proposed electronic voting in Dublin North and other constituencies, the serious difficulties arising from the proposed system, namely, poor instructions, invisible numbers and the lack of a re-check facility and a request to the Minister for the Environment and Local Government to reconsider electronic voting in Dublin North, Dublin West and Meath in view of those difficulties.
Having given the matter full consideration, I do not consider it to be contemplated by Standing Order 31 and, therefore, I cannot grant leave to move the motion.
