Question:

350 Mr. Naughten asked the Minister for Health and Children if he will review the starting pay scale for health board clerical officers with considerable experience in the private sector; his views on whether it is satisfactory that they must start on the first point on the pay scale; and if he will make a statement on the matter. [16576/03]

Issues relating to pay and conditions and terms of employment of health service personnel, including incremental credit, can only be addressed through industrial relations processes. However, these must be subject to requirements of national pay policy in particular the new social partnership agreement, Sustaining Progress, which provides, under section 19.6, that no cost-increasing claims, other than those specifically provided for in the agreement, will be made or processed during the currency of the agreement.
