PRIVATE BUSINESS. - DUN LAOGHAIRE BLACKROCK DALKEY CORPORATION BILL, 1924.

(Second Stage—Adjourned from 19th November, 1924.)

As Leas-Chathaoirleach, I beg to move:—

"That in view of the fact that the Commission on Local Administration in Dublin City and County has not finished its investigations, the Second Reading of the Dun Laoghaire Blackrock Dalkey Corporation Bill, 1924, be further postponed until Wednesday, 17th June, 1925, or, if the Seanad be not sitting on that day, the next day thereafter on which the Seanad shall so sit."

I moved a similar resolution on behalf of the promoters of this Bill some time ago. It has now become necessary under the Private Bill Standing Orders, if the Second Stage of this Bill is to be further postponed, to move this resolution. The explanation for doing so can be stated briefly. It is that the promoters do not desire to proceed with this Bill until the Greater Dublin Commission, which is now sitting, has reported.

I do not think the fact that a Commission is sitting to deal with the administration of Dublin city and county should be sufficient reason for the postponing of this Bill for such a long period.

I do not think the Senator caught the observation made by Senator Douglas to the effect that the promoters of the Bill were anxious that this should be done.

I am satisfied then.

I would like to make it as clear as I could that the Leas-Chathaoirleach, in the matter of Private Bills, acts on behalf of the promoters, irrespective altogether of his own opinions in the matter, and in each case where I move under the Standing Orders, I am moving on behalf of the promoters of the Bill.
