On the Local Government (Financial Provisions) Bill, I wish to propose an amendment to the time limits for spokespersons as agreed. With the agreement of the spokesman for the Opposition, I propose that spokespersons shall have eight minutes and other speakers shall have five minutes on Second Stage.
