The person named has been approved under Tranche 1 of GLAS with a contract start date of 1 October 2015. GLAS applicants with a start date of 1 October 2015 are entitled to a 2015 part-year payment in respect of certain actions, and covering the three month period 1 October 2015-31 December 2015.

During the prepayment validation checks on the application of the person named two queries were identified. Department officials are examining these issues with a view to resolving them and moving to process the application for the part-year payment as soon as possible.

An Organic Farming Scheme payment issued to the person named on 24 December 2015. The payment which issued is the 85% advance payment of the 2015 Organic Farming Scheme. The balancing 15% payment will be processed once the required checks have been completed on all applications, in accordance with the governing EU Regulations.

The person named lodged a complaint with my Department’s Quality Service Unit on 7 July 2015. A very comprehensive breakdown of his case was included in the reply that issued from the Unit dated 25 August 2015. Having concluded their review of the matter, the Unit also in formed the person named that he had the further option of contacting the Office of the Ombudsman if he still felt unfairly treated.

The person named applied to the National Reserve in 2015 for a new allocation of entitlements to enable participation in the Basic Payment Scheme. Payment to the person named under the 2015 Basic Payment Scheme will be based on entitlements allocated from the 2015 National Reserve. Payments under the National Reserve commenced in December 2015 and are on-going. The person named submitted applications under the ‘young farmer’ category of the 2015 National Reserve and also applied under the Young Farmers Scheme. These applications have now been fully processed and payment will issue directly to the nominated bank account of the person named shortly.

I refer to previous Parliamentary Questions requesting a breakdown of anti-malaria drugs prescribed to Irish troops operating in sub-Saharan Africa in 2015. I apologise for the delay in responding. The information sought required a considerable amount of manual checking of the medical files. The following table gives a breakdown from January to July 2015.

Deputy Pádraig Mac Lochlainn asked the Minister for Defence if he will proceed with the Defence Forces operational service medal to be awarded for service on missions not governed by the United Nations, the European Union or similar mandates; and when the sailors on Operation Pontus and the members of the Defence Forces on the ebola medical mission in Sierra Leone will be paraded to receive the medal. I am advised that a service medal that could be awarded for humanitarian service overseas, where no other United Nations, NATO or European Union Force medal is relevant, is currently at the planning and development stage within the Department. Once this process has been completed, I would envisage that arrangements for the awarding of such medals could commence soon afterwards.

Defence Forces Allowances

435. Deputy Pádraig Mac Lochlainn asked the Minister for Defence the date on which the adjudicator will sit in 2016 to decide on the provision of the armed overseas peace support allowance, given the overwhelming evidence of all the military authorities. [46650/15]

Members of the Naval Service engaged in the Maritime Humanitarian Search and Rescue Operation in the Mediterranean were paid the rate for “Unarmed Peace Support Allowance”. This is the same allowance as has been paid in the past to Army personnel deployed on humanitarian operations such as in Sierra Leone and Haiti. The Representative Associations are seeking payment of the Armed Peace Support Allowance and Patrol Duty Allowance in addition to the Unarmed Peace Support Allowance.

The Naval Service operation is not an armed mission in the sense of armed missions in UNIFIL (Lebanon), UNDOF (Golan Heights), Chad etc. where they require to be armed and be able to deliver an armed response to events on the ground as part of the mission mandate. The Humanitarian operation in the Mediterranean does not fall within these parameters. In addition, the fact that Naval Vessels carry arms and have installed guns does not of itself make this an armed mission.

The claims are being processed through the Conciliation and Arbitration Scheme for Members of the Permanent Defence Force process. Discussions have taken place with the Representative Associations with regard to the claims. The Deputy will appreciate that as discussions under the Scheme are confidential to that process, it would be inappropriate for me to make any comment on these claims at this time.

The State is undertaking a comprehensive programme of commemorations during 2016 which commenced on New Year’s Day in Dublin Castle.  Further details of the commemorations being held this year are available at www.ireland.ie. I am currently considering any further initiatives that may be introduced in this context.
