53 Mr. Sargent asked the Minister for Tourism, Sport and Recreation if his attention has been drawn to the fact that many community groups are inhibited from getting involved in the provision of even the most basic play and sports facilities due to the fear of litigation; if he will draw up a strategy to overcome the obstacles to community involvement in the provision of play and sports facilities; and, if so, when a policy statement on this matter will be made. Since my appointment as Minister for Tourism, Sport and Recreation, I have made allocations to some 1,370 community and voluntary groups under the sports capital programme. All these groups are required to maintain satisfactory public liability insurance in respect of users, general public etc., and neither they nor the 3,000 plus unsuccessful applicants indicated that this requirement posed any difficulties for them in their plans for the provision of sporting and recreational facilities.
