83 Mr. Kirk asked the Minister for Agriculture, Food and Rural Development the position regarding milk quota allocated to persons entering the dairy farming category under the restructuring scheme; if that quota can be transferred in such circumstances where the allocatee buys or leases an alternative holding for production purposes; and if he will make a statement on the matter. Under the milk quota restructuring scheme, new and recent entrants to dairying are among the priority categories for the allocation of quota. A new entrant, who previously had no quota and acquired quota under a restructuring scheme, must have a separate herd number and must operate a separate holding incorporating milking and storage facilities. There are provisions under milk quota regulations whereby such quota can, under certain circumstances, be transferred to another holding acquired by the beneficiary. Application to do this should be made by the beneficiary under regulation 22 of the European Communities (Milk Quota) Regulations, 2000, S.I. No. 94 of 2000).
