The Joint Committee met at 2.30 p.m.

At its meeting on 16 January 2003, the joint committee agreed to invite the Commission for Communications Regulation and An Post to make presentations to it. I apologise to the Opposition spokespersons on communications who are taking questions today. It was not possible to cancel our meeting and we were not aware that the Whips had slotted questions to the Minister for Communications, Marine and Natural Resources into today's Dáil schedule. I apologise for not being able to cancel the meeting but I understand this cannot be done without the approval of the committee, and this is our first opportunity to meet.

With the agreement of the committee, I propose to invite the Commission for Communications Regulation to make a presentation on its role and function, followed by a question and answer session. We will then hear from An Post. Is that agreed? Agreed. I invite Ms Etain Doyle, Chairperson of the Commission for Communications Regulation, to make her presentation and to introduce her colleagues to the committee. We thank you for coming in at such short notice.
