241 Mr. Sargent asked the Minister for Transport the plans he has to ensure that all drivers on roads here are fully qualified to drive or if unqualified are required to be accompanied by a qualified driver, display “L” plates and observe other road safety criteria for drivers without a full licence. Drivers who hold driving licences have passed the requisite tests of their competence to drive. Provisional licence holders are required to be accompanied by and under the supervision of a qualified person at all times, when driving in a public place. The only exception to this is where the driver holds a second provisional licence in respect of category B vehicles, cars, or is the holder of a provisional licence to drive motorcycles, tractors or work vehicles. Generally, the holder of a provisional licence must display an "L" plate front and rear of the vehicle.

Over the years various changes have been made to the regulatory conditions under which provisional licences have effect. I am considering whether further changes are desirable in this regard.
