asked the Minister for Energy the plans, if any, he has for the development of the coal distribution network in Ireland, and the involvement he foresees for the ESB.

I am satisfied that the state of development in the coal distribution trade in Ireland ensures that coal is readily available in all areas of the country but I would welcome any proposals by new entrants into the trade where this would help to create greater competition and lead in turn to lower consumer prices.
The Electricity (Supply) (Amendment) Bill, 1986 which was circulated to the Dáil last December contained a provision to allow the ESB to engage in coal trading. I am, at present, reviewing this legislation.
