asked the Minister for Industry and Commerce if he is aware of allegations to the effect that agents of foreign steamship companies operating in the Saorstát are inducing young men and women, especially those with small capital, to emigrate to the United States, Canada, and other places; that intending emigrants are obliged to pay for their tickets before passports and permits are issued; that they are encouraged under false pretences to emigrate, and to deceive the American and Canadian Government representatives; that in at least two of these companies women officials are not employed to look after female emigrants; and whether in view of these allegations he would consider introducing legislation to safeguard emigrants.

I have received one complaint in terms almost precisely the same as those incorporated in the question, but no evidence to show that there is any substance in the general allegations it contains or that any emigrant has in fact suffered hardship for the reasons suggested. If the Deputy will supply me with the facts on which, presumbly, his question is based, I will be glad to have a full investigation. An inquiry is now proceeding into the matter of women officials.
In the circumstances I do not consider any special legislation necessary.
