I move for leave to introduce a Bill entitled an Act to amend the Constitution by inserting therein an Article making better provision for safeguarding the rights of the people and containing provisions for meeting a prevalence of disorder.

A state of affairs exists in the country which is known to Deputies, and further details of which I propose to lay before the House to-day. In its present state the law is inadequate to deal with the situation. The Bill which I am now asking for leave to introduce contains the Government's proposals for the amendment of the law to deal with the present circumstances. It seems quite beyond dispute that the House ought to give itself the opportunity of seeing what the Government's proposals are. I move therefore, for leave to introduce the Bill.
Our position is that we believe there is no need whatever, beyond the present powers that the Executive have, for any further powers to deal with any situation that we know of and accordingly we are opposed to the motion.
