Vol. 70 No. 7

Estimates for Public Services. - Vote 37—Land Registry and Registry of Deeds.

I move:—

Go ndeontar suim ná raghaidh thar £32,103 chun slánuithe na suime is gá chun íoctha an Mhuirir a thiocfaidh chun bheith iníoctha i rith na bliana dar críoch an 31adh lá de Mhárta, 1939, chun Tuarastail agus Costaisí Oifig Chlárathachta an Talmhan (40 agus 41 Vict., c. 57; 54 agus 55 Vict., c. 66, agus Uimh 10 de 1924, a. 102); agus Oifig Chlárathachta na nDintiúiri (2 agus 3 Will. 4, c. 87; 27 agus 28 Vict., c. 76; 38 agus 39 Vict., c. 5 agus 46 agus 47 Vict., c. 20).

That a sum not exceeding £32,103 be granted to complete the sum necessary to defray the Charge which will come in course of payment during the year ending on the 31st day of March, 1939, for the Salaries and Expenses of the Land Registry (40 and 41 Vict., c. 57; 54 and 55 Vict., c. 66, and No. 10 of 1924, sec. 102); and of the Registry of Deeds (2 and 3 Will. 4, c. 87; 27 and 28 Vict., c. 76; 38 and 39 Vict., c. 5 and 46 and 47 Vict., c. 20).

Is the Minister aware of the delays — I think the matter was brought to his notice in the form of a question quite recently — that have transpired in the Land Registry from different causes? One of the causes is the operation of the new rules. Practitioners and ordinary litigants are seriously inconvenienced by the fact that matters cannot be got through the Land Registry in a reasonable time.

I understand that additional staff is necessary and that has been provided. Vacancies arose, I think, through deaths.

I am informed that apart from vacancies arising by reason of deaths, the changes consequent on the new rules being brought in have increased the work and additional staff is required in order to get a probate note or a transfer inside six months.

We will try to deal with that matter and to hurry it up.

Vote put and agreed to.
