Vol. 78 No. 11

Committee on Finance. - Offences Against the State (Amendment) Bill, 1940—Report and Final Stages.

I desire to move an amendment to Section 7. The amendment reads:—

At the end of the section to add the following sub-section:—

(2) Every regulation made under this section shall be laid before each House of the Oireachtas as soon as may be after it is made, and if a resolution annulling such regulation is passed by either House of the Oireachtas within the next subsequent 21 days on which such House has sat after such regulation is laid before it, such regulation shall be annulled accordingly, but without prejudice to the validity of anything previously done under such regulation.

Does this refer to every regulation under this part of the Act?

It relates to every regulation made in accordance with the provisions of Section 7.

Does it cover regulations made under Section 5?

Is that quite clear?

The regulations will be made for several purposes, prescribing prisons, internment camps, providing for their efficient management, for the enforcement and preservation of discipline, for the punishment of persons who contravene the regulations and so on.

Amendment agreed to.

It is our intention to vote against the Report Stage.

Question—"That the Bill, as amended, be received for final consideration"—put and declared carried.
