Ceisteanna—Questions. Oral Answers. - Drainage Commission.

asked the Minister for Finance if he will state (a) the names of the members of the Drainage Commission; (b) when the commission was appointed; (c) the amount of expenses paid to the members to date; (d) their terms of reference; (e) when the report of the commission will be placed before the Dáil.

The information asked for by the Deputy under heads (a), (b), (c) and (d) will be circulated with the official report. As regards (e), it is likely that the report of the commission will be placed before the Dáil at an early date.

The following is the reply under heads (a) to (d), inclusive:—

(a) The names of the members of the Drainage Commission are as follows: Messrs. D.J. Browne (chairman), C.S. Andrews, F.B. Barton, W. Brown, J.P. Candy, Denis Coffey, Seán Collins, J. Connolly, J.E. Hanna, M. Kilroy, W. Maguire, J. McCarthy, A. H. McLean, W.F. Prendergast, Professor F.S. Rishworth, Miss Nellie Ryan, J.M.B. Stuart (consultant engineer), Professor H.N. Walsh; (b) the commission was appointed on the 15th October, 1938; (c) the amount of travelling and subsistence expenses paid to the members of the commission was £1,048 1s. 8d.; (d) the commission's terms of reference were: "To consider the whole question of land drainage (excluding field drainage) with special reference to the technical, administrative, financial and legal aspects of the problem, and to submit recommendations as to:—(1) How an efficient system of drainage reasonably consonant with requirements and calculated to facilitate future land reclamation can best be secured; (2) the provisions which should be made for the proper maintenance of existing and future drainage works; (3) how the cost of drainage works and their maintenance could most equitably be apportioned amongst the various interests concerned; (4) the changes (if any) in the existing law and administrative system which would be necessary to give effect to the recommendations."
