Order of Business.

It is proposed to take business as on the Order Paper, No. 1 and No. 2 (Votes 41 to 62).

Is it proposed to sit to-morrow?

No. The House will sit on Tuesday.

The Vote for the Taoiseach's Department will, I presume, be taken early next week. It was the custom—a custom which has fallen into desuetude—to give notice of the subject or subjects to be discussed on that Vote. They should be wide matters of policy. Each Minister is responsible to the Dáil, individually, for the Department which he administers. It is not in order, on the Vote for the Taoiseach's Department, to review the administration of any Department, or to duplicate the debate on any Estimate, either directly or by such subterfuge as asking the Taoiseach to use his influence with other Ministers in relation to their Departments. Only questions, therefore, of wide policy, for which there is collective ministerial responsibility, should be raised on that Vote. It would be advisable, as was the custom, to give timely notice, so that the Taoiseach or any other Minister would not be taken at a disadvantage in replying to the debate.

With reference to the order of business, I presume that the arrangement that was made yesterday, that I should be called on to reply not later than 6 p.m., will be adhered to.

That depends on the House itself.
