Supplies and Services (Temporary Provisions) Bill, 1946—First Stage.

Leave granted to introduce a Bill entitled an Act to provide for the continued exercise, during a limited period, of certain powers, in relation to supplies and services and certain other matters, conferred by the Emergency Powers Act, 1939, and to continue in force for a limited period certain Orders and instruments made under the said Act, and to provide for divers other matters (including the charging of fees on certain licences and other documents) connected with the matters aforesaid— (Minister for Industry and Commerce).

When is it proposed to take the Second Stage?

It is desired to fix the Second Stage for this and the other Bill to be introduced to-day for next week. I hope that the Bills will be circulated by Saturday. It is assumed that the Dáil will be desirous of completing the enactment of these measures, in so far as they concern the Dáil, at an early date. It is desired that the Bills should be passed before August. They are, of their nature, Bills that will be discussed mainly in Committee, and if it is practicable, assuming progress of other business, to take the Second Reading next week, a longer time could be allowed for consideration of the Bills in Committee.

Is this Bill to codify the entire emergency laws?

No. It gets rid of the emergency law altogether.

But replacing it by other laws?

Yes, but it will not be for an emergency.

I know that, but is it permanent legislation?

It is not permanent but it is not based on an emergency provision.

I wonder could we have something in the meantime from the Minister?

Certainly. The Bills will be accompanied by full explanatory memoranda.

Are they long?

I do not think it would be too unreasonable to ask that the Bill be in the hands of Deputies a little longer. If the Second Stage is taken next week we will not have had it a week.

If Deputies will agree to have the Second Reading ordered for next week, if serious objection should be taken to discussing the Bills next week, I will not press the point.

It is a very short time if we only get them on Saturday.

It is a short time. Perhaps the House will agree to order the Second Reading for next week and, when they see the nature of the Bills, consider whether it is reasonable to take them next week.

Not necessarily.
