Ceisteanna—Questions. Oral Answers. - Secondary Teachers' Salaries.

asked the Minister for Education whether the increases recently granted to civil servants will be automatically granted to secondary teachers on the incremental scale.

The award to which the Deputy refers was made by the Civil Service Arbitration Board and is not applicable to secondary teachers.

In pursuance of an agreement arranged with the various associations of secondary teachers, a scheme of conciliation and arbitration has been adopted to consider claims relating to scales of salary and other grants payable directly from State funds to those teachers. The conciliation council has already been constituted and is functioning.

asked the Minister for Education whether, in view of the statement made by Deputy Derrig when speaking in the Dáil on the Secondary Teachers' Superannuation Scheme, 1951, he is prepared to remit the retrospective payments for gratuities which the secondary teachers so strongly resent.

Following the adoption of the Secondary Teachers' Superannuation Scheme, 1951, a claim for the remission of the retrospective payments towards the retiring gratuity was made to the conciliation council, set up to deal with such claims from secondary teachers, and was considered by that body.

After discussion the council decided to recommend a reduction in the amount of the total retrospective payment and, in certain cases, an extension of the time within which the modified arrears might be paid.

This agreement between the official side and the teachers' representatives will, I understand, be submitted to me for approval at an early date.
